Google describes it as an unmodulated design for the Middle Eastern Arabic script with 1,642 glyphs, and the variable version has both a weight axis and a width axis.

Compared with Noto Naskh Arabic, its modulated Naskh sibling, Noto Sans Arabic has even strokes and a more modern look, and it goes much lighter and heavier: Thin to Black, against Regular to Bold. Against Mada it is less distinctive but covers far more characters, which matters for multilingual or user-generated content. Choose Noto Sans Arabic when correctness across unpredictable text matters more than a distinctive voice.
